HE Wenping, China’s Experiences and African Development: Reference, Integration and Innovation

  Abstract: In just over 30 years, China has succeeded in lifting more than 700 million people out of poverty and becomes the second biggest economy just after the US. The successful development story of China has made African countries, who also wish to out of poverty and realize development, hope to understand, learn and use for reference of China’s experiences on economic development and political governance. In general speaking, China’s experiences have two core essences: one is to take a gradual reform and maintaining good balance among reform, development and stability, and using the advanced “outlook on development” to guide the overall development career; The second is to have a strong powerful government dedicated to development, the farsighted leadership as well as the right development strategy and policy. However, the differences of African countries national conditions will determine their different attitude and different focus on China’s experiences learning. Equality, two-way learning and adaptability are the key for pushing the integration of China’s experiences and African development. In the future, China’s experiences will certainly be further developed in Africa through the integration with African own society, history, culture, as well as political and economic features. Actually, we have seen some early indications from two dimensions at least. Economically, many African countries now are eager to grasp the new opportunities of global industrial shift and develop their “late comer” advantage in infrastructure construction and industry zones building. Politically, more and more African countries are now focusing on exchanging the ideas and experiences with China on governance issues including anti-corruption and Party building. In general, in the grand narrative of China’s experiences learning and African development, since the process is just beginning, people may see more of learning and references from African side, and ignore the process of integration and innovation of China’s experiences in Africa. The former is based on the similarities of China and Africa and expressed more in the early stages, and the latter is decided by the dissimilarities of China and Africa and will performance more in the near and far future.
